Born in St. Vincent, Carlos immigrated to the United States in August 1988. He received a degree in criminology from the University of Havana, Cuba in 1982, after which he became a staff member in the Ministry of Interior of Cabo Verde. Carlos is currently employed by Amtrol, Inc.
A resident of Pawtucket, R.I. since December 1988, Carlos is a community activist. He was co-founder of CACD in1992; was the General Assembly President of Intelligence Football Club (Tchapá bone) from 2010 to 2012; and a founding member of "CVAMA" Capeverdean American Media Association in 2012.
Carlos is a columnist of A Semana and A Nação Newspapers. He is publishing a book through Alfa Communication Publisher in Cabo Verde entitled REMEMBERING IS LIVING. Carlos intends to publish two additional books in 2016: MY DESTINY and A COMPILATION.
